The Arbiters were magikally created creatures whose function was to act as final judge of debates and challenges that fell with the Realm that it served. Each Arbiter's seat of power was a magikally forged circle of power called an Arena.
In order to return order to their world during The Waning Period, the Consortium used a vast amount of magikal power to forge the Arbiters and Arenas for each realm, sending its highest nine mage to join together in the creation. This was a symbol of unity and sacrifice to bring peace again to the Nine Realms.
